Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with representation powers, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activity, money laundering or terrorist financing, child labour or other forms of human trafficking. The bidder must also confirm compliance with tax payment obligations. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible exceptions must be checked in the procurement documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 owner’s supervision service contracts in the 60 months before the publication of the tender, covering supervision of general construction works or filling works for a building or structure, including works involving ground filling. When submitting the tender, the bidder must confirm that the tender complies with the procurement documents and that the tender price is submitted in the required structure. By the time the service is performed, the bidder must have an appointed owner’s supervision specialist with prior practical experience in such supervision; if necessary, the specialist must be able to involve an environmental expert. The name of the owner’s supervision specialist and the professional certificate number or a copy of the certificate must be provided.
