Compliance requirements
The bidder must confirm that neither the bidder nor its management, representation or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The ESPD also asks whether the information is electronically available and which evidence, codes and issuers are relevant. The full list of exclusion grounds must be checked in the ESPD and tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate financial capacity through annual turnover. For Lot 1, the net turnover for the financial years 2025, 2024 and 2023 must be at least EUR 300,000 in each year. For Lot 2, the net turnover for the same period must be at least EUR 35,000 in each year. If the bid is submitted for multiple lots, the turnover must cover the sum of the relevant lots. The bidder must provide the turnover figures in the ESPD.
The bid must comply with all requirements set out in the tender documents. For Lot 1, the bidder must submit Form 2, a list of documents protected as trade secrets with justification, and the Form 3 price table. The bidder must confirm equivalence when relying on an equivalent solution. In addition, for the furniture the bidder must provide the required confirmations and evidence on the use of legally sourced wood and on REACH candidate substances.
