Compliance requirements
The bidder must confirm that neither it nor members of its management, administrative or supervisory body have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activities, money laundering or terrorist financing. The bidder must also confirm that no other exclusion grounds listed in the ESPD and tender documents apply.
If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. If requested by the contracting authority, proof of registration must be provided.
As regards technical capacity, the bidder must be able to carry out the maintenance, warranty and repair work required for performance of the contract at a manufacturer-approved or authorised service point, and must have the necessary brand-specific maintenance and repair centres for passenger cars in Tallinn. If public registers are insufficient, the bidder must provide appropriate evidence upon request.
The bid must also include a copy of the vehicle type approval, with an Estonian translation if necessary, and the data underlying the bid price in the form requested by the contracting authority. If the bid is submitted jointly, a power of attorney for the joint bidders must be attached.
