Compliance requirements
The bidder must confirm the mandatory exclusion grounds, including participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking. If an exclusion ground applies, the bidder may need to provide evidence of self-cleaning. The machine-readable notice did not include the full list in a concise form, so the exact exclusion grounds must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s average annual net turnover in the field related to the contract must be at least EUR 190,000 for each of the last three completed financial years before the start of the procurement (2023, 2024 and 2025). The bidder must provide this information in the ESPD and on Form II. The tender must comply with the conditions set out in the procurement documents, and the bidder must submit Form I. If the tender is signed by a person whose authority does not appear in the commercial register extract, a power of attorney must be submitted. In a joint tender, an authorised representative must be appointed and a joint bidders’ power of attorney must be included. The tender price must be submitted on Form III and in the required structure. The bidder must also confirm that it does not involve subcontractors or suppliers established in the Russian Federation for more than 10% of the contract value, nor rely on such entities for meeting the selection criteria, and that its place of residence or establishment is not in the Russian Federation or the Republic of Belarus.
