Compliance requirements

The machine-readable notice includes the standard exclusion grounds for criminal organisation participation, corruption, fraud and other mandatory exclusion grounds from the ESPD. The bidder must confirm whether any such ground applies to the company, its management or authorised representatives, and if so provide the required details. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where allowed. The exact list of exclusion grounds and any supporting declarations must be checked in the official tender documents.

Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register of its country of establishment and, if it is not an Estonian bidder, must provide proof that it is entitled under its home-country law to carry out design work. Financial capacity: the bidder’s net turnover for each of the last three completed financial years before the start of the procurement must be at least EUR 100,000 per year. Technical and professional capacity: the bidder must have completed at least 2 similar assignments in the 36 months before the start of the procurement. At least one comparable assignment must be a design project carried out as main contractor for a building with at least 300 m² of closed net area, at least at main design stage, including structural design and building services such as heating, ventilation, cooling, heat supply, electrical installation, building automation and energy efficiency. The bidder must provide the contract details in the ESPD. If the contracts were awarded through procurement, the procurement reference number must also be given. Team requirements: the bidder must involve a project manager / contractor’s representative with at least level 7 professional qualification as a chartered civil engineer, or an equivalent level 7 authorised architect qualification, and at least 5 years of design experience. This person must have led at least one energy-efficiency design project at main design stage for a building with at least 300 m² of closed net area. The bidder must also involve at least one heritage conservation specialist, a strong-current specialist with at least a valid B-competence certificate or level 6 electrical engineer qualification, a heating/ventilation/cooling specialist with at least level 6 qualification, and an automation specialist with at least level 6 qualification or equivalent. CVs and qualification evidence must be provided as required, and for the project manager the name and qualification details must be entered in the ESPD. If a specialist’s qualification was issued outside Estonia, the bidder must provide the relevant proof and, where required, Estonian recognition of the foreign qualification. Compliance: the bid must be unconditional, must confirm acceptance of all tender document terms, and must follow the required price structure and any required forms. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. The bidder must also confirm that equivalent solutions, where applicable, are explained and supported by evidence.
