Compliance requirements

The tender documents include mandatory exclusion grounds. These cover convictions or findings related to participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, child labour and other forms of human trafficking, and other legally required exclusion grounds. If an exclusion ground applies, the bidder may need to show self-cleaning measures. Qualification criteria and exclusion grounds

The bidder must have performed at least 5 contracts meeting the contracting authority’s specified characteristics during the three years preceding the start of the procurement. Each contract had to cover either daytime catering with at least 2 coffee breaks and lunch, including at least 3 different hot options, including vegetarian food, salad, dessert, coffee, tea and water, or dinner/standing reception catering with savoury food, dessert, coffee, tea and water. Each contract had to serve at least 300 people and include on-site event service. The bidder must submit the form for previous experience. The tender must be submitted in the structure required by the procurement documents, and the bidder must confirm that the tender complies with all document requirements. Where relevant, equivalent solutions must be supported by evidence. If the tender contains trade secrets, they must be identified and justified. In the case of a joint tender, a authorised representative must be named and a power of attorney from the joint bidders must be attached. Due to the sanctions requirements, the bidder must confirm that it will not involve subcontractors or suppliers representing more than 10% of the contract value if they are citizens or residents of the Russian Federation, or entities established in the Russian Federation, or persons or entities owned or controlled by them. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned regions.
