Compliance requirements

The bidder must confirm that neither the bidder nor its management, representative or supervisory body members have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking. If any such ground applies, information on the conviction date, reason, convicted person and exclusion period must be provided, together with an explanation of any self-cleaning measures where relevant. Qualification criteria and exclusion grounds

The bidder or joint bidders must provide at least two different persons for contract performance: a construction works project manager and a construction works site manager. The project manager must have at least a level 7 certified civil engineer qualification, or an equivalent qualification, in building construction and construction management. The site manager must have at least a level 6 civil engineer qualification, or an equivalent qualification, in the same field. The bidder must list the specialists’ names in the ESPD, and the successful bidder must provide copies of professional certificates if they cannot be verified in public databases. The tender must comply with the tender documents and, where necessary, equivalent solutions must be explained and supported by evidence. In the case of a joint tender, an authorised representative must be appointed and a joint bidders’ power of attorney must be attached. For furniture, the bidder must confirm that only legally sourced wood is used and that proof of origin will be provided upon delivery; suitable evidence includes an FSC certificate, FLEGT or CITES licence.
