Provision of invoice management and transmission services

The bidder must confirm that none of the exclusion grounds listed in Section 95(1) of the Public Procurement Act apply. This means that neither the company nor its management or authorised representatives may have been convicted of the listed serious offences or labour-law violations, the company must not have outstanding state tax, duty or social security contribution debts, and the contract award must not breach an international sanction or a sanction imposed by the Government of the Republic. The exact confirmation format must be checked in the tender documents.

The bidder must have performed at least one similar service contract within the three years preceding the simplified procurement. A similar contract means a contract covering invoice display and archiving, printing paper invoices and preparing them for mailing, transmitting e-invoices and transmitting digital invoices. At least 475,000 invoices must have been processed in at least one calendar month. The bidder must use two competent project managers for contract performance. The development project manager must have at least two years of experience in the field of IT development projects related to invoices, at least at project manager level. The production project manager must have at least two years of operational experience in invoice management and transmission, at least at project manager level. For both roles, the bidder must provide free-form evidence or information showing the nature of the previous work experience, the employer, job title, project description and duration in months. The contracting authority may request additional evidence and a confirmation from the project manager that they agree to participate in contract performance. The bidder must also confirm that the project manager used for contract performance has the required level of Estonian and English language skills for the work. The bidder must be certified to ISO/IEC 27001 or provide documents proving equivalence. The relevant forms or evidence for references, project manager experience and the certificate must be submitted as required in the tender documents.
