The bidder must confirm that neither the bidder nor the members of its management, representation or supervisory bodies have been finally convicted during the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, or offences related to committing a terrorist act or terrorist activity. The bidder must also confirm that the tender is not conditional and that it accepts the tender document terms. If recovery measures are allowed for an exclusion ground, the bidder may submit them. Any precise exclusion grounds and possible exceptions must be checked in the tender documents.

The bidder must have properly carried out at least 2 road or street construction, repair or surfacing works during the last three years. Across the two completed contracts, the total volume of works must be at least 50,000 square metres. To prove this, the bidder must provide a list of previous works and evidence that they were performed properly. If any precise qualification or compliance requirement is contained only in the tender documents, it must be checked in the tender documents.
