Compliance requirements
The exclusion grounds include the usual mandatory criminal grounds: participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, and other similar conviction-based grounds listed in the ESPD. The bidder or its management/representation persons must confirm whether any such final convictions exist within the last five years and, where applicable, whether self-cleaning measures have been taken. The machine-readable notice does not give the full list in plain form; the exact exclusion grounds must be checked in the official tender documents.
