Compliance requirements
The bidder and its managers, representatives and supervisory body members must not have final convictions in the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering or terrorist financing, or other listed exclusion grounds. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed. The notice also requires confirmation that the bidder is not subject to international sanctions and that no corrupt acts were committed in this procurement.
Qualification criteria and exclusion grounds
The bidder must have designed and constructed at least 5 boreholes (hand-dug wells) within the 60 months before the publication date of the contract notice. For each reference contract, the bidder must provide a short description, the performance period, the client’s contact details, and, in a public procurement, the reference number. On request, evidence of proper performance of similar works must be submitted. If the bidder relies on the capacities of another entity, that entity must also submit its own ESPD and must not have the listed exclusion grounds.
