Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons with authority to represent, decide for or control the bidder, have been finally convicted within the last 5 years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, participation in a criminal organisation, or terrorist acts or offences related to terrorist activity, or that no current exclusion period applies. If any exclusion ground exists, the bidder may submit a description of self-cleaning measures and evidence of restored reliability, where permitted. The machine-readable notice did not fully set out the exclusion grounds and remediation details; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have prior experience: within the last 60 months, at least 2 construction contracts must have been duly performed, covering the reconstruction, restoration or roof construction of a building or buildings. At least one of those contracts must have involved work on a monument or under special heritage-conservation conditions. Only work or contract parts handed over to and accepted by the client by the start of the procurement may be counted. The bidder must provide the contract details in the ESPD and, upon request, a confirmation from the other contracting party that the work was performed properly. The person responsible for heritage-conservation works must hold a valid competence certificate issued by the Estonian National Heritage Board for the conservation and restoration of a monument and a heritage object building, and must have at least 5 years of heritage-conservation work experience. The site manager must have at least Level 6 professional qualification as a construction engineer or equivalent, at least 5 years of construction experience, and at least 1 heritage-conservation work reference within the last 3 years. Before submitting the bid, the bidder must inspect the site in person and sign the site-visit sheet; failure to do so may lead to rejection of the bid. The bid must comply with the procurement documents and conditional bids are not allowed. The bid price must be submitted according to the required structure; the machine-readable notice did not include the exact scored indicators, so they must be checked in the tender documents.
