Compliance requirements
The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or other exclusion grounds listed in the ESPD. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have performed and/or organised at least 2 indoor cleaning and cleaning-service contracts within the 36 months before the publication date of the contract notice, in buildings where the cleaned area in each building exceeded 3,000 m². The work must have included floor and surface cleaning as well as deep washing and protective treatment of floors. A list of previous services must be submitted with information on scope, period of performance and clients; the contracting authority may request confirmations from the clients. For management of the works and quality control, the bidder must have a work supervisor with at least the qualification certificate ‘Cleaning Works Supervisor level 5’ or equivalent. If the certificate is not available in the professional register or was issued abroad, documents proving the qualification must be attached to the tender. The tender must be submitted in the structure set out in the procurement documents and in accordance with Form 1 of the cost schedule. Before submitting the tender, the bidder must inspect the sites together with the contracting authority’s representative and register the inspection. If the bidder relies on the resources of another company, that company’s ESPD and written consent must also be submitted.
