Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurists or other persons with authority to represent the bidder have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of trafficking in human beings, participation in a criminal organisation, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the tender documents. If an exclusion ground applies, the bidder may in certain cases submit evidence of self-cleaning, where this is allowed by the tender documents or by law. The machine-readable notice did not include precise exclusion grounds beyond these standard grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must have a total net turnover of at least EUR 1,000,000 in total over the last three completed financial years before the start of the procurement. On request, the bidder must submit financial statements or other documents proving the turnover. For similar building works, the bidder must show references from major construction contracts completed within the last 60 months before the start of the procurement. The references must concern office, entertainment, education, healthcare or other public buildings and must include, among other things, the construction or reconstruction of the load-bearing structure and external envelope, interior works, a new central supply-air ventilation system with heat recovery, a new heating system, a new central building automation system, a new electrical system and a new low-voltage system. The bidder must provide contract summaries and, on request, the energy performance certificate of the reference object and confirmation from the other contracting party that the works were performed properly. The bidder must also submit the initial construction schedule, confirm that the bid complies with the tender documents, and, if the bid is a joint bid, provide a power of attorney for the joint bidders. Before submitting the bid, the bidder must inspect the site in person and submit the certificate issued by the contracting authority after the site visit. If the contracting authority requests it, the bidder must also provide explanations, data or documents for information that is not publicly available in registers without significant effort.
