The bidder must be registered in the business register for construction activities covering general construction, indoor climate systems, and indoor water supply or sewerage systems. For electrical works, the bidder must also have a notification for electrical works covering the construction, including installation, of electrical installations. Foreign bidders may prove equivalent competence with equivalent evidence. The bidder's net turnover for the financial year preceding the start of the procurement procedure must be at least equal to twice the expected contract value, excluding VAT. In a joint tender, this condition may be met by at least one participant on its own; turnover may not be aggregated. The bidder must have completed at least one equivalent construction project during the 60 months before the start of the procurement procedure, with a value of at least half of the expected contract value excluding VAT. The equivalent project must have been carried out as the main contractor and must have included, at minimum, construction or reconstruction of the building load-bearing and external envelope structures, forced ventilation with heat recovery, and heating system works.
