Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, nor persons authorised to represent, decide for or control the bidder, have been finally convicted within the last 5 years for participation in a criminal organisation, or that any exclusion period in the conviction still applies. If an exclusion ground exists, the bidder may provide evidence of self-cleaning measures where allowed by law or the tender documents. The notice also includes a sanctions-related declaration: the bidder confirms that it will not use subcontractors or suppliers exceeding 10% of the contract value who are Russian citizens, residents, entities established in the Russian Federation, entities more than 50% owned by such persons or entities, or representatives acting on their instructions.
Qualification criteria and exclusion grounds
For lot 1, the bidder must have performed similar work during the 36 months before the start of the procurement, namely maintenance and inspection of automatic fire alarm systems, emergency lighting and fire doors, in the amount of at least EUR 25,000. At least 1 similar contract must be shown. The contract does not have to be completed, but it must have been performed to the extent required within that period. The bidder must provide the contract reference number if it is a public procurement contract, or otherwise the partner name, email address, phone number, contract period, contract number and value. The contracting authority may ask the listed partners to confirm proper performance. The tender documents also require a joint bid power of attorney if the bid is joint, and the bidder must confirm compliance with the required forms and declarations in the tender documents.
