Compliance requirements
The machine-readable notice includes the standard exclusion grounds for criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder or its managers, representatives or controlling persons must not have a final conviction for these offences within the last five years, unless the exclusion period has ended. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The notice also requires confirmation that no subcontractor subject to replacement under the law will be used, and that the bidder will not use certain Russian subcontractors or suppliers for more than 10% of the contract value. Exact details and any additional confirmations must be checked in the tender documents.
