The machine-readable notice includes the standard exclusion grounds for criminal organisation, corruption, money laundering or terrorist financing, child labour and other forms of human trafficking, fraud, and terrorist offences. The bidder or its managers, representatives or controlling persons must not have a final conviction for these offences within the last five years, unless the exclusion period has ended. If an exclusion ground exists, the bidder may need to show self-cleaning measures. The notice also requires confirmation that no subcontractor subject to replacement under the law will be used, and that the bidder will not use certain Russian subcontractors or suppliers for more than 10% of the contract value. The bidder must prove technical and professional capability by showing at least one major road or land-improvement construction contract completed during the 60 months before the start of the procurement. The total scope of the relevant works must be at least 7 km or 35,000 m2. The experience may cover fully completed or fully reconstructed drainage-system roads, public roads or forest roads, as defined in the tender documents. The bidder must provide a list of the relevant contracts on the form required by the contracting authority and, on request, confirmations from the client or main contractor that the work was performed properly. If the bidder relies on another company’s resources, the details and consent of that company must also be submitted.
