Compliance requirements
The bidder must confirm that neither it nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. The bidder must also confirm that it does not use prohibited subcontractors or suppliers and that it will not engage subcontractors who must be replaced under Section 122(7) of the Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder must have completed at least one contract for the maintenance of public roads within the last five years (2021–2025) with a value of at least EUR 350,000 excluding VAT. A list of completed works must be submitted, showing the client’s name, contact person, email or telephone number, the work title, short description, address, period of performance, and confirmation that the work was carried out properly. The contract may also still be ongoing, but the completed volume must be at least EUR 350,000 excluding VAT. The bidder must confirm that it has the tools, equipment and technical resources needed to perform the contract and include an overview of them in the tender documents.
