Compliance requirements

The bidder must confirm that neither it nor persons with authority to represent it have, within the last five years, been finally convicted of participation in a criminal organisation, corruption, fraud or the other exclusion grounds listed in the ESPD. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include all precise exclusion grounds; the remaining grounds must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must have completed at least one sales contract or order for professional cleaning machines within the 36 months preceding the start of the procurement, with a value of at least EUR 10,000 excluding VAT. Suitable references include sales contracts for floor care machines, textile and steam cleaners, and washing or dishwashing machines. If a contract was performed only partly within the reference period, only the part delivered to and accepted by the buyer during that period may be counted. If the bidder relies on the resources of another company, the bidder must also provide that company’s details and a bid confirmation of joint liability for performance of the part of the contract relied on. Before signing the framework agreement, the contracting authority may request supporting data or documents for the stated experience if they are not easily available from public registers. The compliance conditions also require the bidder to confirm that the bid complies with the procurement documents, to submit the e-catalogue Excel file and Annex 2 shopping basket, and to provide technical documentation for the four products. If machines offered for items 1 and 4 use recycled plastic in the required proportion in plastic parts, the bidder must provide a manufacturer’s declaration or product sheet. The bidder must have an e-shop, warehouse management system or other environment that can be integrated with the e-catalogue within one month after contract signature.
