Compliance requirements
The bidder is excluded from the procurement procedure if a ground for exclusion exists under § 95(1) or § 95(4)(8) of the Public Procurement Act. If the bidder relies on another undertaking’s resources to meet the selection criteria, the relevant consent must be submitted. The machine-readable notice did not include precise additional exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s team must include a project manager who personally participates in contract performance and holds at least two competence certificates: Category A repair, maintenance, installation and dismantling of gas-fired heating installations and equipment, and Category A construction of gas-fired heating installations. The bidder must provide information on the project manager’s competence. The tender must comply with the requirements in the procurement documents and, where relevant, equivalence must be explained and evidence attached. The bidder must confirm that the tender is submitted in the required structure, provide information on the offered burners, and submit certificates and manufacturers’ declarations of conformity for the burners and related equipment, as well as at least two references for installation of the offered burner models within the last seven years in EU, EEA or WTO GPA countries. The references must include the company name, contact person, contact details and the year of installation. For welding works, the engaged welder must hold valid qualification certificates under EN ISO 9606-1:2013, and the bidder or an engaged subcontractor must hold valid welding procedure qualifications under EVS-EN ISO 15614-1:2017. In a joint tender, an authorised representative must be appointed and a joint bidders’ power of attorney must be submitted. The bidder must confirm compliance with the procurement documents and submit the completed tender price table.
