Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorism-related offences, money laundering, child labour or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s overall annual turnover must be at least EUR 100,000 in each of the financial years ended within the last three years before the start of the procurement. The bidder must provide turnover data in the ESPD, and the contracting authority may request extracts from annual reports if they are not publicly available. To prove technical capacity, the bidder must have performed at least 2 contracts in the last 36 months, each worth at least EUR 80,000 excluding VAT, with the subject being the sale of furniture or the rental/lease of furniture. The tender must include RSD Annex 1 Form A, Form B and Form C and comply with the requirements set out in section 7 of the RSD. For the furniture, the bidder must confirm the use of wood from legal sources, declaration of REACH candidate substances, submission of dismantling and repair instructions, and a warranty of at least 3 years together with the availability of spare parts or equivalent components for at least 3 years after delivery.
