Compliance requirements
The bidder must confirm the standard exclusion grounds: no final convictions in the last five years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, terrorist offences, or related offences. The bidder must also confirm that any persons with representation or control rights who are not visible in the business register are identified for exclusion checks. If an exclusion ground exists, the bidder may submit evidence of self-cleaning where allowed. The machine-readable notice did not include every precise exclusion detail; the official tender documents must be checked.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year ended by the start of the procurement must be at least EUR 170,000. Joint bidders may combine their figures. The bidder must submit a list of contracts for surfacing works on public roads completed within the 60 months before the start of the procurement, and on request a client confirmation or other proof that the work was performed properly. If the bidder relies on another company’s resources to meet the turnover requirement, the bidder must also provide the relevant details of that company and, on request, its consent and supporting financial documents. The tender documents also require a fully completed HD IV cost list in Excel format and, for joint bids, a signed power of attorney for the authorised representative.
