Electrical network works in the Rapla area

Mandatory exclusion grounds: the bidder is excluded if the bidder or a member of its management, administrative or supervisory body, a procurator or another person authorised to represent or control the bidder has been convicted of participation in a criminal organisation, breach of integrity obligations or a corrupt act, fraud, a terrorist offence or another offence related to terrorist activity, money laundering or terrorist financing; if there has been a conviction for enabling illegal employment or violating the conditions of employment of a foreign national; if there has been a conviction for illegal use of child labour or human trafficking; if there is a tax, duty or environmental charge debt, or tax or social security contribution debt in the bidder’s country of establishment; or if the contract award would breach an international sanction or a sanction of the Government of the Republic. Voluntary exclusion grounds: the contracting authority may exclude a bidder if it has seriously or persistently breached previous public contracts so that the contract was terminated, rescinded, the price was reduced, damages were compensated or a contractual penalty was paid; and also if the bidder has provided false information about compliance with qualification requirements or failed to submit the required data or documents.

The bidder’s net turnover for each of the last three completed financial years must be at least EUR 500,000. An extract from the reports for the last three completed financial years must be submitted showing the bidder’s net turnover; this does not apply to a legal entity registered in Estonia if the data are publicly available to the contracting authority from a data register. If the financial year does not coincide with the calendar year, the turnover requirement applies to the last three completed financial years. At least 6 months must have passed since the end of the last completed financial year by the bid submission date. Within the last 60 months, the bidder must have completed at least 3 electrical construction contracts for a network operator, and the total value of those reference contracts must be at least EUR 500,000 excluding VAT. Form 3, a list of the contracts with values, signing dates, details of the other contracting party and, where available, the public procurement register reference number, together with a written confirmation from the other contracting party that the contracts were performed properly, must be submitted. Within the last 36 months, the bidder must have prepared and handed over at least 10 compliant external electricity network construction projects to a network operator. A compliant project is one completed on time and for which no contractual penalty or damages were paid. Form 4, a list of the projects with short descriptions, handover dates, details of the other contracting party and, where available, the public procurement register reference number, must be submitted. For bid compliance assessment, the bidder must have at least one person with a valid electrical A-competence certificate or an equivalent professional qualification as an electrical engineer. If the bidder is not established in Estonia, confirmation and documents proving that the person declared in Form 5 has the required competence or equivalent qualification must be submitted. Form 5 with the list of workers must also be submitted, and if needed, copies of certificates for live-line work. The minimum requirements for workers and machinery set out in the document “Appendix 1. Minimum requirements for workers and machinery” must also be ensured for contract performance.
