Compliance requirements
The bidder must confirm that neither it nor its representatives have been finally convicted in the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice listed the exclusion grounds, but the exact details should be checked in the procurement documents if needed.
Qualification criteria and exclusion grounds
The bidder must involve at least one lead expert who meets the conditions set out in Section 14(1) and Section 34(4) of the Environmental Impact Assessment and Environmental Management System Act. For performance of the contract, the bidder must provide the lead expert’s first and last name and the KMH licence code or KMH licence number. If a team member is to be replaced, the replacement must meet the same requirements and the client’s consent is required. The bid must be submitted in the structure set out in the procurement documents, and conditional bids are not allowed. In the case of a joint bid, a power of attorney from the joint bidders must be attached. The bidder must also confirm that the bid complies with the procurement documents.
