Compliance requirements

The tender notice includes mandatory exclusion grounds for criminal organisation participation and corruption. If such a ground applies, the bidder may submit evidence of self-cleaning measures where allowed. The notice also refers to the standard right to provide evidence of restored reliability. Qualification criteria and exclusion grounds

The bidder must show an average annual net turnover of at least EUR 300,000 for each of the last three completed financial years before the start of the latest procurement procedure year (2023, 2024, 2025), i.e. at least EUR 900,000 in total over three years. If the company has operated for less than three years, the average turnover is calculated for the period of operation. If the bidder relies on another entity’s resources, it must also submit an ESPD for that entity and that entity’s consent to the reliance. The bidder must have performed, as the main contractor, at least one design assignment in the 36 months before publication of the contract notice, for an office building or a leisure, educational, healthcare or other public building with a closed net floor area of more than 2,500 m², and the work had to reach at least the preliminary design stage. The bidder must prove the content of the work, value, period, client and its own scope of responsibility. The tender must comply with the procurement documents and, where necessary, equivalence must be explained and evidence of equivalence attached. By submitting the tender, the bidder must confirm that the tender meets all requirements set out in the procurement documents. If a joint tender is submitted, a power of attorney for the joint bidders must be attached. A tender guarantee must be provided by a guarantee from a credit or financial institution or insurer, or by depositing the amount in the contracting authority’s account, and its validity must match the tender validity period.
