Compliance requirements
The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies, its procurators or other persons authorised to represent it have been finally convicted in the last five years of participation in a criminal organisation, corruption, fraud, terrorist offences or offences related to terrorist activity, money laundering or terrorist financing. The same applies to the use of child labour and other forms of human trafficking if those exclusion grounds are included in the tender documents.
If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The exact exclusion grounds and any possible remediation conditions must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment. The contracting authority checks this through the commercial register data and may request a document proving the registration.
The bidder’s total annual turnover for the last three years must exceed EUR 20,000.
The bidder must have at least three years of experience in providing similar services. A list of the most important similar service contracts performed during the last three years must be submitted, including their value, dates of conclusion and information about the other contracting parties. At least one completed contract is required.
The bid must follow the structure and conditions set out in the procurement documents, and the bidder must confirm that it accepts all conditions in the tender documents. The exact compliance requirements and forms must be checked in the tender documents.
