Compliance requirements
The contracting authority will exclude a bidder if any of the standard exclusion grounds under section 95(1) points 1–5 of the Estonian Public Procurement Act apply. In plain terms, this covers convictions for organised crime, corruption, fraud, terrorist offences, money laundering or terrorist financing; convictions related to illegal employment of foreigners or paying below the legal wage; convictions related to illegal use of child labour or human trafficking; tax, duty or social security contribution arrears; and situations where the contract would breach an international or Government of Estonia sanction. The bidder must confirm that none of these exclusion grounds apply.
Qualification criteria and exclusion grounds
The bidder must be registered in the commercial register of its country of establishment, if that is required by local law. If registration is required, the bidder must provide a copy of the relevant proof of registration; an Estonian bidder does not need to submit a register extract.
For technical and professional capacity, the bidder and/or its subcontractor must have completed at least 2 similar contracts related to maintenance work on automation equipment during the last 36 months before the start of the procurement, with a total value of at least EUR 30,000. A list of contracts must be submitted.
The bidder and/or its subcontractor must have qualified responsible persons for performing the work, including at least 2 specialists who have completed basic training on frequency converter maintenance with the manufacturer’s authorised representative. Copies of documents proving the training must be submitted.
The bidder must also submit the completed price form and a 12-month maintenance schedule covering the equipment named in the technical description. If the bidder relies on another company’s resources, that company must participate in the relevant contract part itself and the bidder must provide the required consent and details.
