Compliance requirements

The bidder must confirm that neither it nor its management or supervisory body members have been convicted within the last 5 years for participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour or other forms of human trafficking, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds stated in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it does not use subcontractors that would have to be replaced during contract performance, and that it will not involve subcontractors or suppliers linked to the Russian Federation for more than 10% of the contract value.

Qualification criteria and exclusion grounds

The bidder must have at least 1 properly completed reference work from the last 60 months involving gravity sewer or stormwater pipeline construction. The required pipe internal diameter is at least De 200 mm and the pipeline length at least 100 m. To prove this, the bidder must provide a description of the previous work showing the project name, installed pipeline volume and location, client details, the period of performance, and confirmation that the work was carried out properly and in accordance with good construction practice. The contracting authority may also request a client reference letter; it must state the contract object, the public procurement reference number, the client name and the period of performance. If the client was Tartu Vallavalitsus, the reference letter does not need to be submitted. The bid must confirm that it complies with the requirements in the tender documents and, where relevant, that equivalence has been explained and supporting evidence attached. In the case of a joint bid, a joint bidders’ power of attorney must be included. The bid price must be submitted according to the prescribed structure, and form 1 cost list must be attached.
