Compliance requirements
The machine-readable notice included standard exclusion grounds such as participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, terrorist offences, and related offences. The bidder or its management, administrative or supervisory body members, or persons authorised to represent or control the bidder must confirm whether any such final convictions exist within the last five years and, where applicable, provide details, dates and self-cleaning information. The notice also requires confirmation that no subcontractor or supplier subject to replacement under the relevant rules is used, and that the bidder does not engage sanctioned Russian subcontractors or suppliers for more than 10% of the contract value.
Qualification criteria and exclusion grounds
The bidder must have, within the last 60 months, at least one properly performed construction contract for a gravity sewer or stormwater pipeline. The installed pipe must have had an internal diameter of at least De 200 mm and a pipeline length of at least 100 m. To prove this, the bidder must provide a description of the previous work showing the project name, installed pipeline volume and location, client details, the period of performance, and confirmation that the work was carried out properly and in accordance with good construction practice. The contracting authority may also require a client reference letter stating the contract object, public procurement reference number, client name and period of performance. If the client was Tartu Municipality, the reference letter does not need to be submitted.
