Compliance requirements
The machine-readable notice includes standard exclusion grounds for criminal organisation, corruption, fraud, money laundering or terrorist financing, child labour and other forms of human trafficking, and terrorist offences. The bidder or its managers, representatives or supervisory body members must not have a final conviction for these grounds within the last 5 years, unless the disqualification period has expired. If an exclusion ground applies, the bidder may need to show self-cleaning measures and, where allowed, evidence of restored reliability. The notice also requires the bidder to confirm that no subcontractor subject to replacement under the relevant rule will be used. Qualification criteria and exclusion grounds
The bidder must have properly completed, within the 60 months before the start of the procurement, 2 similar construction contracts, each with a total value of at least EUR 150,000.00. The bidder must also have a responsible person with at least road engineer, level 6 qualification in construction management, or an equivalent qualification. The bidder must provide the responsible person’s name, qualification and professional certificate number. The bidder must also show the legal basis for that person’s involvement, for example through data in the business register or a written agreement. If the bidder relies on another company’s resources for education or professional qualification, that other company must also be declared in the tender document. For the bid to be compliant, the bidder must confirm that it meets the tender documents and, if needed, provide evidence of equivalence.
