Compliance requirements
The bidder must confirm that neither it nor its persons with management or representation rights have been convicted of participation in a criminal organisation, corruption or fraud, and that no corresponding exclusion period still applies. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must have properly performed at least one contract similar to the subject of the tender within the last 36 months, with a value of at least EUR 50,000 excluding VAT. A similar contract is an information system implementation, development and maintenance contract. Ongoing contracts may also be taken into account if they are deliverable in stages and the required value has already been handed over and accepted. The bidder must provide a confirmation in the ESPD and, if requested, a list of completed contracts with the value, dates and details of the other contracting party. In addition, the bidder must involve at least four specialists in contract performance and submit their details on the buyer’s CV form. A trial task must be submitted in the form described in Annex 5. The bid must comply with the structure and conditions set out in the tender documents, and equivalence evidence must be provided where necessary.
