Compliance requirements
The bidder, its management body members, representatives or persons with control over it must not have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, money laundering, terrorist offences, child labour, human trafficking, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may in certain cases submit evidence of self-cleaning measures to restore reliability. The machine-readable notice did not include precise exclusion grounds; they must be checked in the official tender documents.
Qualification criteria and exclusion grounds
The bidder must be entered in the commercial register of its country of establishment or an equivalent register and, if requested, provide proof of registration. Professional liability insurance must have a minimum cover of EUR 200,000 and must remain in force for the entire contract period, covering all risks related to contract performance. The bidder’s arithmetic average net turnover from cleaning and maintenance services over the last three completed financial years must be at least EUR 300,000; if the company has operated for less than three years, the average for the years of operation is used. During the last three years, the bidder must have completed at least two cleaning service contracts for a legal entity, each covering at least 8,000 m2 of cleaned area. A list of those contracts must be submitted, including the counterparty’s details and contact information, the period of service, the cleaned area, the contract value, and the procurement reference number if it was a public contract. The cleaning supervisor on the contract site must hold a cleaning-sector professional qualification: Cleaning Service Instructor, level 4, or Cleaning Work Manager, level 5, and a copy of the professional certificate must be provided. The bidder must confirm that the bid complies with the procurement documents, that it is signed by an authorised representative, and that a power of attorney is attached in the case of a joint bid. As a green additional condition, a list of textile cleaning tools and proof that they are made of microfibre or meet the EU Ecolabel criteria for textile products must be submitted, and written instructions for use and washing must be provided upon handover. A list of soaps and documents proving compliance must also be submitted; soap with the EU Ecolabel for rinse-off cosmetic products meets the requirement, otherwise a conformity audit is required. Staff must be suitably qualified, must have a health certificate confirming screening for infectious diseases, and the daytime cleaning attendant must be able to communicate in Estonian.
