Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. Information related to payment of taxes and social security contributions must also be confirmed if requested by the contracting authority.

Qualification criteria and exclusion grounds

The bidder must submit the completed offer form and confirm that the offered vehicle complies with the technical specification and the tender documents. The offer must state the vehicle manufacturer and model name and include a description. If needed, the bidder may add manufacturer information, a website address or any other manufacturer description. The submitted information must be in Estonian or English; if the original text is in another language, a free-form Estonian translation must be added. A regular maintenance schedule must also be submitted. The contractor must ensure service capability, including warranty repairs, either itself or through official partners in Harjumaa, Tartu and/or Võrumaa, Lääne- and/or Ida-Virumaa, and Lääne- and/or Pärnumaa. The bidder must confirm that it will not involve subcontractors or suppliers accounting for more than 10% of the contract value if they are citizens, residents or companies established in the Russian Federation, or entities more than 50% owned by such persons or acting under their instructions. If the bid is a joint bid, a power of attorney for the joint bidders must be attached. The bid must be unconditional and comply with all tender document requirements. The bid price must be submitted in the required structure, and equivalent solutions must be supported by relevant evidence. The offered goods must not be the object of international sanctions or originate from sanctioned territories.
