Compliance requirements
The bidder must confirm that neither the bidder nor the members of its management, administrative or supervisory bodies, nor its procurators or other authorised representatives, have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences or other exclusion grounds listed in the ESPD. If any such ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The machine-readable notice did not include precise other exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder’s net turnover for the last financial year completed by the start of the procurement must be at least EUR 40,000. Joint bidders may combine their turnover figures. If the bidder relies on the resources of another company, the bidder must also provide that company’s details and, where required, the consent and evidence requested by the contracting authority regarding turnover.
To demonstrate technical and professional capacity, the bidder must submit at least one properly completed contract for the design of a publicly used road construction project that was completed within the 36 months preceding the start of the procurement. The contracting authority may request a confirmation from the client stating that the contract was performed properly and that the project was prepared on the basis of that contract; the confirmation must also state the completion deadline and the value excluding VAT. If the bidder relies on another company’s capabilities, the details of that entity and, where necessary, its consent to participate in contract performance must also be provided.
For bid compliance, the bidder must complete the contracting authority’s required handover and payment schedule for the work items and submit it as an unmodified Excel file. The machine-readable notice did not include precise other compliance requirements; these must be checked in the tender documents.
