Compliance requirements

The bidder must confirm that neither it nor its management, representation or supervisory body members have been finally convicted in the last 5 years for participation in a criminal organisation, corruption, fraud, terrorist offences or offences linked to terrorist activities, money laundering, child labour or human trafficking, or for any other exclusion grounds provided by law. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. Qualification criteria and exclusion grounds

The bidder must be registered in the commercial register or another required register in its country of establishment and, if requested, provide proof of registration. For technical capacity, at least 2 previously completed contracts for the sale of goods or provision of services that meet the buyer’s specified characteristics and were completed within the last 36 months before the start of the procurement must be submitted; the bidder must provide their description, total amount, amounts, period, customer details and other required evidence. The bid must comply with the procurement documents and, where equivalence is relied on, this must be explained and supporting evidence attached. For office IT equipment, the bidder must declare substances on the REACH candidate list exceeding 0.1% by weight for the whole product and the listed accessories, and provide evidence of such substances or their absence. For the same equipment, the bidder must confirm a warranty of at least 2 years or a longer period required by the buyer, and describe the reuse and recycling service arrangement or provide the relevant evidence regarding membership in a producer responsibility organisation, a cooperation partner or a waste management environmental permit. In the case of a joint bid, a power of attorney from the joint bidders must be attached.
