Compliance requirements

The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, terrorist offences, money laundering, child labour or other exclusion grounds listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it does not use subcontractors subject to replacement and that subcontractors or suppliers linked to the Russian Federation will not account for more than 10% of the contract value. The bidder must also confirm that the offered goods are not subject to international sanctions and do not originate from sanctioned territories.

Qualification criteria and exclusion grounds

The bidder must be a company registered in the commercial register of its country of establishment in accordance with national law. The average annual turnover from road construction works for the previous three years (2023–2025) must be at least EUR 150,000 per year, and extracts from the last three annual accounts must be provided unless the data are publicly available in the commercial register. The bidder must have at least one previous public road repair contract completed during the last three years; the combined construction value of those contracts must be at least EUR 150,000 excluding VAT. The bidder must provide a short description of the contract(s), the performance period and the client contact details, and evidence of proper performance on the contracting authority’s request. A project manager with at least level 6 certified road engineer qualification in road construction and maintenance must be involved in carrying out the works. The bid must follow the structure set out in the tender documents and the Form 2 cost breakdown table.
