Qualification criteria and exclusion grounds
The bidder must have professional liability insurance of at least EUR 1,000,000. The bidder must provide confirmation of the insurance and the insurance amount; on request, a copy of the policy or another suitable document showing that the bidder has, or can obtain, the funds needed to cover possible damage from breach of contract.
For technical and professional capacity, the bidder must have properly performed maintenance contract(s) during the three (3) years before the start of the simplified procurement, covering in total maintenance and/or adjustment work on secondary systems of at least five (5) substations with a voltage of 110 kV or higher. At least one completed maintenance contract must concern a substation with a voltage of at least 330 kV. The bidder must submit the list of contracts on Form 1, with the required fields completed.
For compliance, the bidder must confirm that the tender fully accepts all conditions set out in the procurement documents. Conditional tenders are not allowed. For electrical works in medium- and high-voltage installations, the contractor must involve a person responsible for electrical works who has Class A electrical competence or a professional qualification at least equivalent to "Diplomeeritud elektriinsener, tase 7" (specialisation: "Diplomeeritud elektriinsener elektrivõrkude ja -süsteemide alal, tase 7", competence: "Ehitus, käit ja järelevalve"). The bidder must provide that person's details (name, personal identification code, phone, email) and evidence of competence. On request, the bidder must also provide a signed confirmation from that person that they will personally participate in performing the contract. The bidder must complete Form 2, the price form, and the total price in that form must match the total price shown in the procurement system form.
