Qualification criteria and exclusion grounds
The bidder must have professional liability insurance of at least EUR 1,000,000. A confirmation of the existence of the insurance and the insurance amount must be submitted; upon the contracting authority’s request, a copy of the policy or other appropriate evidence showing that the funds needed to compensate possible damage are available or can be obtained.
The bidder must have properly performed maintenance contracts during the three (3) years preceding the start of the simplified procurement, covering in total the maintenance and/or setting of secondary systems of at least five (5) substations with a voltage of 110 kV or higher. At least one completed maintenance contract must concern a substation with a voltage of at least 330 kV. The bidder must submit the list of contracts with the required information on form “Form 1. Bidder’s reference contracts”.
When carrying out electrical works in medium- and high-voltage installations, the contractor must involve a person responsible for electrical works who has Class A electrical competence or at least the professional qualification “Diplomeeritud elektriinsener, tase 7” (or equivalent or better), with specialisation in electrical networks and systems and competence in construction, operation and supervision. The bidder must provide the person’s name, personal identification code, phone number, email address and evidence of competence; upon request, also a signed confirmation from that person that they will personally participate in performing the contract.
The tender must be submitted on form “Form 2. Price form”, and the total price excluding VAT must match the total price stated in the contracting authority’s form. Conditional tenders are not allowed.
