Purchase of fire safety services

The bidder must not be subject to the exclusion grounds listed in RHS Section 95(1) points 1–5 and must confirm their absence in the register. A foreign bidder must provide a criminal record extract or an equivalent document for the circumstances referred to in points 1–3, and a certificate from the competent authority confirming the absence of the circumstance referred to in point 4. In addition, a national exclusion ground is described that concerns restrictions on a company’s place of establishment or residence when submitting a tender or request to participate; the bidder must also confirm this. The exact exclusion grounds should be checked in the tender documents if needed.

The machine-readable notice did not include precise qualification or suitability criteria; these must be checked in the tender documents. As compliance requirements, the bidder must confirm that the tender complies with the procurement documents, that no conditional tender is submitted, that the tender price is provided in the prescribed structure, and that any equivalence has been explained and supporting evidence attached where necessary. The bidder must also confirm that all fire safety services and supplied fire safety installations comply with the applicable legislation and that it is entitled to provide all requested fire safety services for the entire contract period; if an operating licence or economic activity notice is required, it must remain valid throughout the contract term. The bidder must state in the tender which information is confidential and justify that designation, but the tender price and other numerical indicators used for evaluation may not be marked as confidential.
