Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, proxies or other persons authorised to represent it have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If any exclusion ground applies, the bidder must provide an explanation and, where relevant, evidence of self-cleaning measures. If electronic evidence is available, the relevant references or codes must be provided.
Qualification criteria and exclusion grounds
The bidder’s team must include an IT systems architect, a GIS expert and a project manager. As a whole, the team must have experience from at least two IT development or IT procurement preparation projects within the last 5 years, where the technical part of the procurement documents was prepared. The IT systems architect must have at least 5 years’ experience in designing information system architecture, experience in at least two IT projects involving system architecture, data flows and integration logic, and experience in designing information system integration and data exchange solutions in at least two IT projects. The GIS expert must have at least 5 years’ experience in using and/or developing GIS systems and experience in at least two projects involving integration or interfacing of GIS systems with other information systems. The project manager must have a higher education degree in natural sciences, information technology or engineering, at least 5 years’ experience in managing IT and/or digital solution projects, and experience as project manager in at least two IT development projects using an iterative development method such as POC, MVP or piloting and managing cooperation between multiple parties. The required experience must have been gained within 10 years from the publication of the procurement notice. The bid must include team CVs and a document proving the project manager’s education.
