Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators or other authorised representatives have been finally convicted within the last five years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, participation in a criminal organisation, or offences related to committing a terrorist act or terrorist activity, if the disqualification period stated in the conviction still applies. The bidder must also confirm that it does not use a subcontractor that must be replaced during contract performance and that it will not involve, for more than 10% of the contract value, subcontractors or suppliers who are citizens or residents of the Russian Federation, or companies established in the Russian Federation, or persons controlled by or acting on the instructions of such persons or entities. If an exclusion ground applies, evidence of self-cleaning measures may be submitted where permitted. The machine-readable notice did not include precise exclusion grounds; these must be checked in the tender documents.
Qualification criteria and exclusion grounds
The bidder must demonstrate technical and professional capacity through prior experience. At least one completed contract within the 60 months before the start of the procurement is required, where the bidder acted as the main contractor or as a subcontractor carrying out or organising all construction works and performed one of the following: fully built or fully reconstructed at least 30 km of drainage ditches in a land-improvement system; or carried out renewal or maintenance works on at least 60 km of drainage ditches in a land-improvement system; or built at least 30 earth dams during bog or mire water-regime restoration works to block water flow and prevent soil erosion. If the bidder relies on the resources of another company, the details and consent of that company must also be provided. When submitting the tender, the bidder must complete the price offer form as an Excel file and submit it fully completed without changing the work items, descriptions, units or quantities set by the contracting authority. If the tender is a joint tender, a power of attorney for the joint bidders must be attached. If equivalence is relied on, it must be explained and supporting evidence must be included where necessary. The machine-readable notice did not include any other precise qualification or compliance requirements; these must be checked in the tender documents.
