Summary

The tender concerns the construction of a new nitrocellulose-based film storage facility for the Estonian National Archives film archive. Compliance requirements

The bidder is checked for the usual exclusion grounds, including participation in a criminal organisation, corruption, fraud, money laundering or terrorist financing, and child labour or other forms of human trafficking. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For first-tier subcontractors, the same exclusion grounds are also checked during contract performance. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

For Lot 1, the bidder’s net turnover for each of the last two completed financial years must have been at least EUR 500,000. For Lot 2, the net turnover for each of the last two completed financial years must have been at least EUR 160,000. If a bid is submitted for several lots, the turnover must be at least the sum of those lots. The bidder must provide the net turnover figures for the 2025 and 2024 financial years. For Lot 1, the bidder must involve a construction project manager and a site manager; they may not be the same person. Both must have either at least the professional certificate “Civil Engineer, level 6” with specialisation in building construction and the selected competence “Management of construction activities”, or at least the professional certificate “Construction Manager, level 6” with specialisation in general construction and equivalent competence. Purely education-based initial qualifications are not considered equivalent. If a professional certificate or other qualification document was issued outside Estonia, the corresponding supporting evidence must also be submitted with the bid. The bidder must submit the details of all involved specialists in the required form. The bid price must be submitted separately for each lot in euros both in the eRHR worksheet and in Form 3; if the amounts differ, the Form 3 calculated total will prevail. In a joint bid, an authorised representative must be appointed and a power of attorney and a joint and several liability confirmation must be submitted in accordance with Form 8.
