The bidder must confirm that none of the exclusion grounds listed in Section 95(1)(1)–(5) of the Public Procurement Act apply. The contracting authority may also exclude a bidder in the cases listed in Section 95(4)(8) and (12), for example if a previous contract was terminated early or if the bidder is not allowed to submit a bid because of a participation restriction. The bidder must provide confirmation that these circumstances do not apply and, where necessary, provide details and explanations of any self-cleaning measures. The bidder’s net turnover for the last three completed financial years before the start of the procurement must total at least EUR 800,000. Upon request, the bidder must provide extracts from the approved annual reports for the three latest financial years showing the turnover. Joint bidders may rely on aggregated figures, and in a joint bid all participating bidders must submit the report extracts separately. The bidder must enter the turnover data in the public procurement register. The bid must be submitted in the structure set out in the procurement documents, and where necessary equivalence explanations and evidence must be attached.
