Compliance requirements
The contracting authority will exclude a bidder if any of the exclusion grounds listed in Section 95(1)(1)–(5) of the Public Procurement Act apply. The bidder must confirm that none of those grounds exist. If needed, a foreign bidder must provide a criminal record extract or equivalent document and a certificate from the competent authority confirming the absence of exclusion grounds. A domestic restriction based on the bidder’s place of establishment or residence is also described; the bidder must confirm whether that restriction prevents it from submitting a tender or request to participate.
Qualification criteria and exclusion grounds
Within the 36 months preceding the start of the procurement, the bidder must have completed at least 2 event marketing service contracts with a total value of at least EUR 400,000 excluding VAT. For each contract, the bidder must provide the contract details, value, signing date and information about the other contracting party, including the client representative’s contact details and, in public procurement cases, the reference number. The tender must comply with the procurement documents; conditional tenders are not allowed. The tender price must be submitted in the prescribed structure; a price of EUR 0 or a negative price, a missing unit price, or cross-subsidisation is not allowed. The bidder must also confirm equivalence where relevant and provide evidence if needed. In the case of a joint tender, an authorised representative must be named and a power of attorney from the joint bidders must be attached.
