Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members have been finally convicted in the last 5 years for participation in a criminal organisation, corruption, money laundering or terrorist financing, child labour or other forms of human trafficking, commission of a terrorist act or offences related to terrorist activity, or any other exclusion grounds listed in the ESPD. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. As regards subcontractors, the bidder must confirm that it does not use a subcontractor in contract performance who would have to be replaced under Section 122(7) of the Public Procurement Act.
Qualification criteria and exclusion grounds
The bidder’s net turnover for each of the last two completed financial years must be at least EUR 800,000. The contracting authority will verify this itself. To prove technical capacity, the bidder must have properly performed at least 3 construction contracts in the last 60 months, where the subject was a building for a childcare, social care or other public-use institution and where ventilation works were carried out and at least one ventilation unit was installed. The bidder must have acted as the main contractor or the responsible contractor. A list of reference projects must be submitted with the project name and location, the client’s name, the contract performance period, the building’s gross floor area and the bidder’s role; upon request, evidence of proper performance must also be provided. The bid must be submitted only after visiting the contract performance site, and the written confirmation from Viimsi Haldus of the site visit must be attached. The bidder must also submit its own unit price schedule, confirm that the bid complies with the tender documents, and, where necessary, include explanations and evidence of equivalence. If the bid is joint, a power of attorney for the joint bidders must be attached.
