The bidder must confirm that neither it nor the members of its management or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud, or any other exclusion ground listed in the ESPD. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. For some grounds, it must also be confirmed that the relevant information is electronically available.

For compliance, a joint bid must include a power of attorney from the joint bidders. The bidder must complete the spare parts price appendix and all yellow-marked fields; otherwise the bid will be rejected. The bidder must also submit the spare parts discount percentage. The bidder must confirm that the bid complies with the procurement documents, that no conditional bid is submitted, and that, where necessary, equivalence has been explained and evidence of equivalence has been attached. In addition, the bidder must confirm that subcontractors or suppliers representing more than 10% of the contract value are not citizens, residents or undertakings established in the Russian Federation, nor entities owned or controlled by them, and that the offered goods are not subject to international sanctions and do not originate from sanctioned areas. The machine-readable notice did not include precise qualification requirements; these must be checked in the tender documents.
