Compliance requirements

The bidder must confirm that neither the bidder nor members of its management, representation or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other exclusion grounds mentioned in the tender. If any exclusion ground applies, the bidder may submit evidence of self-cleaning measures, where permitted. The machine-readable notice did not set out all exclusion grounds in full; they must be checked in the tender documents.

Qualification criteria and exclusion grounds

The bidder must demonstrate financial and technical capacity. The net turnover for each of the last two completed financial years must be at least EUR 250,000. During the last 36 months, the bidder must have performed at least 1 similar sales and installation contract worth more than EUR 120,000; a similar contract is a sale, rental or leasing transaction for office furniture that also included installation. Contract details must be provided in the ESPD, including the contracting parties, contact details, subject of the contract, value and contract period, and if the contract was awarded through a public procurement procedure, the procurement reference number as well. The offer must comply with all requirements set out in the procurement documents and, where necessary, include an explanation of equivalence and supporting evidence. Form 2, Form 3, Annex 1.1 furniture specification and, if applicable, Form 8 for a joint tender must also be submitted. The furniture must carry at least a 5-year warranty, spare parts or equivalent components must be available for at least 5 years, and disassembly and repair instructions plus the REACH candidate substances declaration must be provided upon delivery. The lawful origin of wood and wood-based materials must be proven by FSC, PEFC, CSA or SFI certificates, a FLEGT or CITES licence, or other equivalent evidence; for uncertified wood, the species, quantities and origin must be stated.
