Compliance requirements
The bidder must confirm that neither the bidder nor its management, administrative or supervisory body members, procurators, or other persons with authority to represent the bidder are involved in any exclusion grounds listed in the ESPD, such as participation in a criminal organisation, corruption, fraud, or other grounds. If an exclusion ground exists, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that it will not use a subcontractor in contract performance if that subcontractor would have to be replaced under Section 122(7) of the Public Procurement Act. Goods that are the object of international sanctions or originate from sanctioned regions are not allowed.
Qualification criteria and exclusion grounds
The bidder must have completed at least one street lighting construction or repair contract within the last 36 months with a value of at least EUR 50,000 excluding VAT. The work may have started earlier, but it must have been accepted within that 36-month period. The bidder must provide the contract subject, procurement reference number, client details, contact details, period of performance, and value excluding VAT. The contracting authority may request a confirmation letter from the client that the reference contract was performed properly; the letter is not required if the client is Tartu City Government. In the case of a joint bid, an authorised representative must be appointed and a power of attorney from the joint bidders must be attached.
