Compliance requirements
The bidder must confirm the standard exclusion grounds: participation in a criminal organisation, corruption, fraud and the other convictions and prohibitions listed in the ESPD. Where applicable, details must be provided on the date of conviction, the reason, the convicted person, the exclusion period and any self-cleaning measures.

Qualification criteria and exclusion grounds
The bidder must have properly performed at least 2 passenger transport contracts during the 36 months preceding the start of the procurement, with a value of at least EUR 20,000 excluding VAT per contract. If a bid is submitted for both lots, the same minimum of 2 such contracts applies.
In the ESPD, the bidder must provide a list of completed contracts with the contract period, value and details of the other contracting party; in a public procurement, reference numbers must also be shown.
According to the compliance requirements, the bidder must confirm that it accepts all terms set out in the procurement documents, submits a bid only for the matters requested by the contracting authority, does not submit a conditional bid, and will perform the service in accordance with the tender documents.
In the case of a joint bid, a power of attorney for the joint bidders and separate ESPDs for all joint bidders must be submitted. If the bidder relies on the resources of another undertaking, the consent and ESPD of that undertaking must be provided.
The bidder must also confirm that the vehicle used to perform the contract will not be older than 10 years from the year of manufacture during contract performance, and that the vehicle will be driven by a driver holding the appropriate category driving licence and having at least B1-level Estonian language skills.
In addition, the bidder must confirm the EU Council sanctions restriction: during contract performance, subcontractors, suppliers or relied-on entities linked to the Russian Federation may not account for more than 10% of the contract value. This includes entities that are Russian citizens, residents or undertakings established in Russia, entities more than 50% owned by such persons or entities, or entities acting on their instructions.
