Compliance requirements

The bidder must confirm that neither it nor the members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or any other exclusion ground listed in the tender documents. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where this is permitted. Qualification criteria and exclusion grounds

The bidder must have properly performed at least 2 passenger transport contracts in the 36 months before the start of the procurement, with a value of at least EUR 20,000 excluding VAT per contract. If a bid is submitted for both lots, at least 2 such contracts are still required. The bid must include a list of completed contracts with the contract period, value and contact details of the other contracting party; in a public procurement, reference numbers must also be shown. When submitting a bid, the bidder must confirm acceptance of all tender document conditions; in a joint bid, a power of attorney for the joint bidders and separate ESPDs for all joint bidders must be included, and if relying on another entity’s resources, that entity’s consent and ESPD must also be provided. During contract performance, the vehicle used for the service may not be older than 10 years from the year of manufacture, and the vehicle must be driven by a driver with the relevant category driving licence whose Estonian language skills are at least at B1 level. The bidder also confirms that it will not involve subcontractors or suppliers, or rely on entities linked to the Russian Federation under the sanctions requirements, for more than 10% of the contract value.
