Compliance requirements
The bidder must confirm that no exclusion grounds under Section 95 of the Public Procurement Act apply. This means, among other things, that neither the bidder nor members of its management bodies may have been convicted of participation in a criminal organisation, corruption, fraud, terrorism, money laundering, unlawful use of child labour or human trafficking. The bidder must also have no tax, fee or environmental charge arrears, and no tax or social security contribution arrears under the law of its country of establishment. Neither the bidder nor a member of its management body may be subject to an international sanction.
Qualification criteria and exclusion grounds
Within the 36 months preceding the start of the procurement, the bidder must have completed at least 2 similar design assignments. Similar work means waterbody-cleaning-related VK projects that include an engineering-technical solution. In the ESPD, the bidder must provide confirmation of these 2 contracts and submit a list of the contracts with their value, dates and the details of the other contracting parties; for public procurement, reference numbers must also be provided. The bidder’s team must include the specialists responsible for contract performance with valid professional certificates: a certified water supply and sewerage engineer, level 7, and a certified landscape architect, level 7. The bid must include the responsible person’s name, personal identification code and certificate number, and the contracting authority may request documents proving the professional qualification. The certificates must remain valid for the entire contract period.
