Supervision of reconstruction of pipelines and restoration of pavements on Tolli Street, Kuressaare

The bidder (and each joint bidder) must confirm that no exclusion grounds under Section 95(1) or 95(4) of the Public Procurement Act apply. The machine-readable notice did not include precise exclusion grounds; they must be checked in the tender documents.

The bidder (as a joint bidder group) or a subcontractor participating in the bid must have completed at least two contracts in the last 36 months as lead consultant for supervision services for construction and/or reconstruction works. At least one contract must concern supervision of water and sewer pipeline reconstruction or construction works covering at least 1 km of pipeline in total, and at least one contract must concern supervision of construction, repair or reconstruction works on a public road covering at least 6,500 m². To perform the works, the bidder must assemble a team of key experts. At least a pipeline supervision specialist and a road works supervision specialist are required. Both must have higher education and the professional qualification needed to provide the relevant supervision service. The bidder must submit a list of reference projects, a list of key experts, CVs and documents proving education.
