Compliance requirements
The bidder must confirm the standard exclusion grounds, including that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for participation in a criminal organisation, corruption, fraud or other listed offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the bid is not linked to a competition-distorting conflict of interest and that the sanctions-related conditions are met.
Qualification criteria and exclusion grounds
The bidder must submit at least 1 previous contract in the field of telephony and/or data transmission services. The contract must have been performed within the 36 months preceding the start of the procurement for at least EUR 25,000 excluding VAT. The bidder must provide the client’s name and contact details, a description of the contract subject, the performance period and the contract value. If the contract was signed earlier than 36 months before the start of the procurement or is still ongoing, the bidder must indicate the amount performed during the last 36 months. In addition, the bidder must submit detailed technical descriptions of the services and products, the functionality assessment table, a demo-environment hyperlink with access, and, where applicable, powers of attorney for a joint bid or representation rights. The bidder must have the technical means, radio licences and qualified workforce needed to perform the contract, or the ability to obtain them.
