Purchase of communication services

The bidder must confirm that neither the bidder nor members of its management, administrative or supervisory bodies have been finally convicted within the last five years for the exclusion grounds listed in the tender documents, including participation in a criminal organisation, corruption, fraud and other listed offences. If an exclusion ground applies, the bidder may submit evidence of self-cleaning measures where permitted. The bidder must also confirm that the tender is not subject to international sanctions, that the offered goods or services are not a sanctions object and do not originate from a sanctioned area, and that more than 50% of the ownership does not directly or indirectly belong to citizens, residents or entities established in the Russian Federation. If subcontractors or suppliers are used, they must be from permitted countries. The contracting authority may reject a tender that would be void due to sanctions or that does not meet the submitted declarations.

The bidder must prove at least 1 contract in the field of telephony and/or data transmission services. The contract must have been performed within the 36 months preceding the start of the procurement for at least EUR 25,000 excluding VAT. The bidder must provide the client’s name and contact details, a description of the contract subject, the performance period and the contract value. If the contract was signed earlier than 36 months ago or is still ongoing, the bidder must state the amount performed within the last 36 months. The tender must also include detailed technical descriptions of the services and products, the pricing schedule, the functionality evaluation table, and descriptions and other relevant evidence showing the functionalities listed in Annex 2. In addition, a demo environment link with access must be provided so that the contracting authority can verify the functionalities. If the tender is submitted by an authorised representative or by joint bidders, the relevant power of attorney must be submitted. If the tender contains business secrets, they must be identified and justified separately.
